A bot or framework to listen and reply when CC'd on an email?

IMAP is better for a typical mail client where you want to leave messages
on the server, sort into folders, search, and do other fancy things. POP
only supports a limited command set to essentially download and delete
messages. That should cover all your needs, so I would go with the simpler
option. IMAP would get the job done though.

Both protocols have SSL versions, for the security conscious.
