I think your answer is good vs. evil. If the act is used for evil, then it is an act of terrorism. I think most people would agree with this.

It is a pretty useless definition. What counts as terror? If you
tell a country's leaders that you're going to invade their country if
they don't stop doing X, is that terrorism? What if X is genocide?
What about a trade embargo - does that constitute terror?
