Or, you could get creative and use a combination of
Asterisk/FreeSWITCH (for PBX/switch functionality) and
Kamailio/SER/OpenSER/OpenSIPS (for SIP proxy functionality).

If you have more specific questions about any of these tools, there
are several of us in the group that have extensive experience with
these tools, and can try to help answer more specific questions.
