I would start by changing this to:

run_drush_cmd sql-query "delete from ldap_servers where sid='lap1';"

And then use "$@" instead of just $@.

In addition to the issue of parameters being passed correctly, you're 
also passing the quotes into the SQL, which is causing the symptom 
you're seeing.
