OT - Bizarre PHP problem/bug

So here's a real strange one. On my machine, the attached code produces
the following output:
$ php whatthe.php
expid: Experiment Blah
expid is expid
date: Fall 2010
0: Array
0 is expid
1: Array
2: Array
3: Array
4: Array
5: Array
6: Array
7: Array
8: Array
Can anyone hazard a guess as to why the if statement complete fails? Or
is it just my version of PHP (5.3.3 on Fedora 14)? Does it do this
strange thing for anyone else?
This code comes from a script that processes an http POST.
