Google wants to upgrade iProvo

I've tried a few times and haven't been able to get to that site
(server timing out) while "downforeveryoneorjustme.com" reports it as
being up.  Should I suspect foul play on the part of my ISP, or is it
possible my network just has an odd glitch?
