Maybe it's time to come up with a unionized ISP. Similar in fashion to
credit unions vs banks.

Take out the profit motive--replace it with a service motive--best
bang for the buck.

Oh, wait. Isn't that the goal of the community network projects like
utopia, SFCN, etc?

But, since those are implemented as city services, they fall under
legislative control. A Utah law was passed that expressly forbids a
city from providing services to non-residents. One Utah congressman
living outside of Spanish Fork _wanted_ SFCN for his home, but they
couldn't provide it because of said law (I don't know how he voted for
it, but wouldn't it be ironic?).

A non-government, "unionized" ISP wouldn't be limited in this fashion.
