MSN/Hotmail dropping PLUG emails

It has come to my attention that MSN/Hotmail/Windows Dead is being evil.

I send a message which is delivered via plug.org (e.g. a post to this
list). This is what shows up in the logs:

Mar 10 08:50:57 localhost postfix/smtp[32738]: 1B84CE3A5A: to=<foo at hotmail.com>, relay=mx1.hotmail.com[65.54.244.136], delay=0, status=sent (250  <20080310145055.GA24116 at falcon.fugal.net> Queued mail for delivery)

But, it never reaches its destination. Yes, we checked the junk mail
folder. The astute reader will notice that the above is a relay
situation, but I also tested it with telnet directly from plug.org:

$ telnet mx1.hotmail.com smtp

Now, if you are subscribed with a hotmail or msn address (there are a
couple), and you do receive this email, PLEASE reply. But I'm guessing
those users will never see this.

This is truly evil behavior. Worse than SPF. Does anyone know if there's
any way to figure out what the problem is? It's possible there's a
slight misconfiguration or a workaround that would get us in the good
graces of msn, but I have no idea how to find it. Yes, I read through
http://postmaster.msn.com which aside from thoroughly depressing me had
no effect.

There's nothing remarkable about it. All one has to do is hit the
right keys at the right time and the instrument plays itself.
