Enabling ssh-agent?

I have two Ubuntu 7.10 boxes. ssh-agent runs at login on one, but not
the other. The main difference is that the one was a fresh
installation, the other was upgraded from 7.04.

The question is, how do I enable ssh-agent at login on the other?
