mail stuck in sendmail's queue

Turned out to be a filesystem-level lock.  There were still sendmail
processes running for each job (holding the lock), even though I told
/etc/init.d/sendmail to stop or restart.  Now I have a bunch of sendmail
processes in a D state.  Some kind of deadlock caused by my messing with
things.  Probably I'll have to reboot to clear these locks.  Anyway.
For future reference.
