That's exactly what I get from the billboard. To my, the billboard is  
a negative advertisement. Saying that they "buy cars" communicates to  
me that they lead you to believe that they buy cars but are really  
doing something different. I cannot figure out why they would have  
put the quotes around that phrase; makes absolutely no sense to me.
