Why are external HDD enclosures advertised as 3.5"

Interesting idea, but...

There are 3 screw positions:

( )             ( )     ( )
BACK                  FRONT

>From the first to the second is about 2.5".  From the second to the
third is about 1.5" and from the first to the last is 4".  Usually only
the front two are used.
