Yep, that looks like a strange project, all right.

I suppose I can imagine a world where a Debian user wanted pf,
but for a BSD user, other than a couple of potential future
filesystem drivers, I don't see the benefit compared to just
running FreeBSD.

Then again, "because we can" is often all the justification an
open-source project needs :)
