GNU software, such as gcc and glibc, are owned by the FSF; all
contributors are required to assign copyright to the FSF.  The FSF is
sure to exercise their right to switch all of the software they own to
GPLv3.  The Linux kernel is not owned by the FSF, but a lot of core Free
software is.
