Pretty sad I must say.

My colocation server in Argentina on a 1 Mbps link (pinging from Utah) 
even did better:

92 packets transmitted, 92 received, 0% packet loss, time 91376ms
rtt min/avg/max/mdev = 224.228/225.353/250.500/2.978 ms, pipe 2

Someone is blowing smoke.  But that's just my 2 cents.
