It sounds like neither. You don't need a language, you need a framework.
Smart people don't write their own authentication systems, they use
authentication systems created by smarter people. Sounds like you want a
more advanced distributed (federated) single signon authentication
system. Java is more likely to already have a project that provides what
you want.

Basically, you want something like Kerberos. Or maybe OpenID.
