Might I recommend UnrealIRCd ??  http://www.unrealircd.com/. It's what I 
run and the config file is very self explainitory, also, most ircd's 
will allow you to oper up by using the /oper command. Ex. /oper ircadmin 
admin_password. But Unreal IRCd seems to be pretty popular and easy to 
use/admin, couped with Anope services, can be almost a self running server.
