What ISP are you with?  Which client are you using to try to connect
to irc://irc.freenode.net/#utah?  What distro are you running?  What
is your firewall like?  Is there any other type of traffic that seems
to be blocked by your ISP (ssh, ftp, ntp, rsync, bzflag, etc.)?  These
are questions that may or may not lead to a determination of the
problem.
