I would add PHPEdit (http://www.waterproof.fr/) and EnginSite
(http://www.enginsite.com/) to the list of recommendations.  There is a
lot of features I like about PHPEdit, like the documentation generation
and the mixed language management.  When working with PHP and HTML in
one file, the "inactive" language will fade into grey.
