What do you mean by this?
When you generate a public/private keypair for ssh, you do it just the once,
then store the client's public key in the server's authorized_keys file.
This is secure, as long as the private key is kept secure.
It doesn't matter which way you go--you can generate a keypair on either
machine or both.
